What you can do is inserting an arrow symbol in Word document and then pasting it in the layout view in ArcMap?
There is an excellent program that will do this...it's not ESRI, and you could argue that you shouldn't have to buy (yet another) program to make changes of this nature. Nevertheless, it's called Snagit, it's cheap, and it works really well for what you are talking about doing.

1.) Bring in the Draw toolbar
2.) Choose one of the line shapes as the drawing shape (straight line, freehand, etc.)
3.) Draw the line
4.) Select the line, right-click, choose properties
5.) Change Symbol...
6.) Edit Symbol...
7.) Choose "Cartographic Line Symbol" as the type
8.) Go to "Line properties" tab
9.) Choose the type of arrow you want (you can customize the shape of the arrow, too, if you want)
10.) Click OK until you get all the way back to your layout
