Default Local Government Data Model without ArcEditor License

I'm working with the Fire, Police and Public Works Departments in my small (7500 pop) to create a Hazard Mitigation Plan. I have looked into implementing the Local Gov Data Model but only have an ArcView license. Is there any work around to do this?

You may be able to delete the portions of the model not supported in ArcView from the sample GDB provided with each map and app and then create your own XML schema when complete. Esri Support may have some other options for you so don't hesitate to contact them if necessary.
