Default How can I get the same user experience like BingMap Control when i drag and hold ?

ArcGis Control is great useful for me, but I found a trouble. When I drag the map to unloaded range and hold the finger the map didnot load the image in unloadedrange unless release the finger.

Not only this trouble, another is how to let the map not load the image which has been loaded?

Everytime I drag the map from there to here and then drag the map from here to there, the map loaded the same image again and again.

I think the user experience is not friendly. Because i'm freshman, I think maybe i don't know how to set.

My english sucks, if you can understand, please help me, thanks.

To be honest, bing maps user experience is better than our API. However, ArcGIS API for WindowsPhone is much better than it on Android which is more popular...
For your question, "Not only this trouble, another is how to let the map not load the image which has been loaded? ", you can use this example to avoid this issue.
    OfflineableTiledMapServiceLayer: http://www.arcgis.com/home/item.html...75556b057f5dcf

We know this could be fixed in further version of API, isn't it?

    Thank you for your answer.

Actually I want to know how to let map not show image again which is an action about showing like from black tile to image, but your answer about OfflineableTiledMapServiceLayer is also very useful for me.

Because i use the bingmap control firstly in gis, i find i need study more to adapt arcgis api.
