I have a 2010 license (purchased before the ESRI acquisition) that I'd like to upgrade to 2011 if possible. First, is it possible, and second, how would I go about doing that?

if you have City Engine 2010, you will need to contact Esri customer service or your account representative and purchase the 2011 version.
After that you will have install file at the customer care portal site ready for downloading as any other version 10.0 and above products.
NB: You will need to specify the platform that you want to install,32/64-bit. A new license will be sent to you by your account representative.
Most clients have the license added to the authorization/provisioning section at the customer care portal.
Uninstall 2010 and install 2011 and you should be fine.
