Map.Layers.CollectionChanged event not firing when removing layers

The Map.Layers.CollectionChanged event fires when a layer is added to the map, but not when a layer is removed. What's up?

Hi Judy:

I was unable to reproduce this issue. I created a behavior that hooks to Layers.CollectionChanged and displays a notification when this occurs. I've attached the add-in I used to test. I tried it in the Application Builder as well as in a deployed Viewer that included the Browse and Remove Layer tools.
