1) you can insert the pictures, but then they will only be available in that map document (use the insert menu option while in data view)
2) you can create a point file that contains an attribute to store the picture name and use the hyperlink function to view the picture by clicking on the point (you can add a hyperlink field to a line file too, but the area you click on may not be the area of the picture you are linked to)
3) there are probably other options as well

ok, I think I understand the adding a point and being able to add a picture file to that... this is my first geocoding project and I am not very familiar with ArcGIS or really just geocoding in general as I taught myself... let me see if I got this straight: I need to create an 'editable layer', then add a point, and in the boxes that say 'Image URL' and 'Image Link URL' add the link to the picture?
I uploaded them onto Flickr and using those links and doing the above only creates a pinpoint that contains the link to the picture... I really want the picture to actually pop up when the point is clicked on.
What am I doing wrong? I know it's a user error but like I said I literally taught myself how to geocode just for this project.
also if there is a way that I can have the actual map on my website and not just a link to it?
I really got myself in over my head with this project.....
From what I understand, you need arcGIS server (or you need publisher and your users will need reader) to have a website application of your map. I'm not sure how you can link to a website image, but I imagine it wouldn't be that much different than a file on your network (which is what we do). If you create a layer of points and then put the link in an attribute field in that layer, in arcMap you click on the lightning bolt and then click on the point and the image opens for viewing.
