blank login screen in server manager 10

I installed ArcGIS server manager 10 (sp3) on IIS7 on Server 2008 64bit. The rest/services page works fine, but server manger only shows a blank page, no html at all. I've done a google search and reviewed all of the postings on ESRI that I can find and nothing has resolved this yet.

I've verified that I do not have FIPS mode enabled. I've re-ran the web post install several times. There are no entries logged to the event logs to aid in troubleshooting.

Any assistance is greatly appreciated.

Try running in a browser not on the server. If that does not work then what does the response look like in Fiddler?
