Unable to Update Layer Changes

Hello All,

I am running ArcServer 10 SP 4 .NET. I am having problems with my Web Application not reflecting changes I make to the MXD. Please advise me if I am not doing the proper steps:

1. I stop the Service which is based on the MXD or MSD
2. I open ArcMap and make my edits (add layer, change layer properties, etc.)
3. Save the MXD and/or save as an MSD also
4. Restart the service

My changes are not showing up. In addition to the above, I've cleared out my Browser history and Cleared the REST cache.

What kind of web application are you using?

Ok, found out what needs to be done in addition to the steps above. Click on the + next to the Name of the Application wanting to update to expand (located in the Applications section of ArcGIS Server Manager). Then click on Restart
