I was wondering if it is possible to make the imagery in ArcGlobe transparent so you can see the subsurface points from the top view as you can in arcscene?

You can make imagery that you add to ArcGlobe as normal, but to affect the ArcGIS Online layer, you must use the 3d Effects Toolbar. You can utilize the layer transparency there.
